REQUEST FOR PUBLICATION IN BI WEEKLY FR NOTICE-NOTICE OF CONSIDEPATION OF ISSUANCE OF AMENDMENTS TO FACILITY OPERATING LICENSE AND PROPOSED NO SIGNIFICANT HAZARDS CONSIDERATION DETERMINATION AND OPPORTUNITY FCR A HEARING (DocketNo.50133)

Pacific Gas and Electric Company Docket No. 50-133, Humboldt Bay Power Plant, Unit 3, Eureka, California.

Date of Amendnent Request: January 18, 1990 (Reference LAR 90-01)

Description of_ Amendment Request: The proposed amendments would revise the Technical Specifications (TS) for the Humboldt Bay Power Plant, Unit 3 to incorporate organization changes into Section VII, " Administrative Controls."

The proposed TS changes would:

(1)deletetheorganizationalchartsforthe Offsite and Plant Staff Organizations and repl:ce them with text imposing the essential administrative requirements for these organizations; (2) charge the title of one member of the Plant Staff Review Cornittee (PSRC); (3) change the person which the General Office Nuclear Plant Review and Audit Committec (GONPRAC) must report to and advise; and (4) revise the membership of the GONPRAC. The specific TS changes proposed are as follows:

(2) TS Vll.C.2.d and VII.D.1.b would be revised to change the title of the " Senior Chemical and Radiological Engineer" to " Senior Radiation Protection Engineer" on the plant staff and the Plant Staff Review Committee, l

(4) TS Y!!.D.2.b, " General Cffice Nuclear Plant Review and Audit Consnittee Coinposition," would be revised to change the Cliairman from Vice President, Nuclear Power Generation, to Manager, Nuclear Safety Assessnwnt and Regulatory Affairs; change the Vice Chairman from Assistant to the Vice i

President, Nuclear Power Generation, to Manager, Nuclear Operations Support; delete the Director, Nuclear Administration and Support Services, as a GONPRAC sr*mber and add the Plant Manager, Diablo Canyon Power Plant as a GONPRAC member.

The deletion of the organization charts is consistent with Generic Letter h

88-06, issued by NRC on March 22, 1988.

Similar TS changes were authorized for the Diablo Canyon Nuclear Power Plant, Unit Nos. I and 2, by license f

amendments issued July 25, 1988; Diablo Caryon 1 and 2 are also PG8E facilities.

The revisions to the membership and reporting relationship of the 00NPRAC were previously authortred for Diablo Canyon 1 and 2 by license I

amendments issued December 4, 1989. Authorization of the same revisions to

..the GONPRAC for Humboldt Bay Unit 3 is necessary for consistency since the j

GONPRAC provides the same offsite organization oversight function for both Diablo Canyon 1 and 2 and Humboldt Bay Unit 3.

The licensee states that these E'

changes are consistent with PG&E Nuclear Power Generation organizational 7

changes made to consolidate and strengthen activities related to independent technical assessments of plant safety.

l The licensee, in its submittals of January 18, 1990, evaluated the proposed changes against the significant hazards criteria of 10 CFR 50.92 and L.

against the Commission guidance concerning application of this standard.

Based on the evaluation given below, the licensee has concluded that the proposed changes do not involve a significant hazards consideration.
