SEABROOK FULL POWER LICENSE j
At the Congressional Hearing on March 14,1990, testimony was given to the effect that information contained in certain INP0 reports raised new issues
. concerning the readiness of Seabrook for full power operation.
.In anticipation of executing the full power license I requested the licensee l
' to provide me with infomation concerning the referenced INP0 reports. The reports were sent to NRC'today, March 15,-1990. Both the Regional and
. Headquarters staffs reviewed the three INPO reports cited in the Congressional testimony. Based on the staff's review, we conclude there is no.infomation
'in the three INP0 reports that would change the staffs' conclusion that there is reasonable assurance that the Seabrook plant can be operated safely.
The licensee has separately certified to NRC that they have reviewed these three INP0 reports as well as the INP0 reports from the INPO Construction Evaluations of 1983 and 1984, the Station and Corporate Assistance Visits of 1986 and 1987 and the Emergency Preparedness Assistance Visits of 1986 and
]
1987. The Ticensee stated that there are no open items from any of these reports that present a safety concern or would prevent the safe and 1
conservative operation of Seabrook Station.
Further, the Regional Administrator of Region I reaffirmed that there have not been any developments since his memo to me dated January 9,1990, that would alter his conclusion that' Seabrook can be operated safely.
Based on the above information, in addition to the findings of all the staff reviews and inspections I have concluded that there is reasonable assurance that the Seabrook plant can be operated safely. Accordingly, on this date, March 15,1990, I executed the full power license for Seabrook.
