Dear Mr. Kenney:
This letter addresses the inspection of your facility located in Philadelphia, Pennsylvania, conducted by Messrs. K. R. Naidu, C. Woodward, and S. Mazumdar, of this office on January 8-10, and 22 23, 1990, and the discussions of their findings with you at the conclusion of the inspection.
The purpose of the insp(CBs) returned to you from the Beaver Valley nucleare clad circuit breakers power plant station, observe activities in progress related to repair and overhaul of 480 volt and 4.16 kV Magna Blast CBs, review representative records documenting the repair and overhaul performed previously on CBs, and review the implementation of your quality assurance (QA) program in selected areas.
Areas examined during the NRC inspection and our findings are discussed in the enclosed report. The inspection consisted of an examination of procedures and representative records, interviews with personnel, and observations by the inspectors.
During this inspection, the inspectors identified an unresolved item involving control, applicability and use of procedures to implement quality programs, which are not included in -the overall quality manual or-program. A second 1
unresolved item pertains to questions on the placement of vendors on the approved vendors list and the basis for subsequent use of these vendors. These items and any resultant actions by your organization will be reviewed during a l-future inspection..
In accordance with 10 CFR 2.790 of the Comission's regulations, a copy of this letter and the enclosed inspection report will be placed in the NRC's Public-Document Room.
