Dear l'.r. Reed:
In a february 22, 1990 letter from Mr. R. A. Chrzanowski of your staff we received clarification of the additional training you intended to provide to all licensed operators at the Zion Station based on the results of the NRC administered requalification. exam in Septen.ber 1989. Your comitments forthistrainingweredocumentedasItemCinConfirmatoryActionLetter (CAL)RI11-89-02c. The October 6, 1989 CAL was issued after the Zion requalification program had been declared unsatisfactory by this office based on the results of the NRC' administered examinations.
Your recent letter provides clarification on questions which have arisen concerning the sccpe of the training to be provided to operators other than those who failed. This information is consistent with that discussed in a meeting between our staffs on February 13, 1990. We have reviewed your proposed training and find it acceptable.
This letter serves to amend CAL R111-89-021, item C, to reflect the scope of the program outlined in your recent letter.
It is our understanding that Comonwealth Edison will:
Provide enhanced training to all licensed staff at Zion station during the period of January 1, 1990, through March 31, 1990. This training will be based on those knowledge and performance deficiencies identified by the Zion training staff in a letter dated February 22, 1990, to A. Bert Davis, Regional Administrator.
We are concerned that this matter was not given the thoughtful attention to detail by your staff that was warranted in your initial submittal. We recommend you review how the initial submittal was prepared and take appropriate corrective action.
If our understanding of your present comitment is not consistent with your intentions, please advise me immediately.
