i Attachment A to LCA 195 Page 1 of 2 Description of Change This change will revise the portions of the Trojan Technical Specifications (TTS) that reference "the original design provisions contained in the" Final Safety Analysis Report (FSAR) to state "the dssign provisions contained in the" FSAR. This change also removes reference to a specific FSAR amendment and reference to the non-existent FSAR Chapter 14.

The purpose of this change is to clarify that these TTS sections refer to the current, amended FSAR and not the original FSAR.

This is consistent with the Standard Technical Speci-fications and Technical Specifications for other plants. The follow-ins Specifications would be revised:

TTS 1.25. TTS 5.1.3, TTS 5.2.3, TTS 5.5.1. TTS 5.7.1, and TTS 5.7.2.1.

Determination of Sir.nificant Hazards Consideration in accordance with the requirements of Title 10, Code of Federal Regulations Part 50.92, this License Change Roquest (LCR) is judged to involvo no significant hazards based upon the following information:

Does the proposed license change involve a significant increase in the probability or consequences of an accident?

The FSAR is updated using the provision of 10 CFR 50.59.

Clari-fying the TTS to reflect the amended versus original FSAR is an administrative action that does not affect any current accident analysis and therefore has no effect on the probability or consequences of an accident.

Does the proposed license change create the possibility of a new or different kind of accident from any accident previously analyzed?

The proposed change merely clarifles that the TTS reference the amended FSAR and not the original FSAR.

Does the licenso change involve a significant reduction in a margin of safety?

This is an administrative action that clarifles the TTS and as such does not involve a reduction in a margin of safety.

LCA 195 Pago 2 of 2 In the March 6, 1986 Federal Register, the NRC published a list of examples of amendments that are not likely to involve a significant hazards consideration. Example (1) from the list states (1)

"A pure!.y administrative change to technical specif1-cations: for example a change to achieve consistency l

throughout the Technical Specifications, correction of an error, or a change in nomenclature."

This proposed change fits this category in that it is strictly an administrative change that clarifies the referencing of the FSAR in the TTS.

Safety and environmental evaluations were performed and determined that the proposed change does not create either an unreviewed safety question or an unreviewed environmental question.

Implementation Consideration It is requested that the effective date of this amendment be the date of issuance by the NRC.
