Implementation of Generic Letter 89-04, Guidance on Developinz Acceptable Inservice Testina Programs By letter dated Octobar 3. 1989, Portland General Electric-Company (PGE) responded to Nuclear Regulatory Commission.(NRC) Generic Letter 89-04..In our response we noted.that our Inservice Testingx (IST) Program was being revised as a result of the Generic Letter and that we would submit.it for your review by November 17, 1989.
By. letter dated November 17, 1989,- PGE submitted Revision 2 of Topical Report PGE-1048, " Trojan Nuclear Plant Inservice Testing Program for Pumps and-Valves Second Ten-Year Interval". The revised IST Program contained a t
number of relief requests for which approval is not provided by Generic Letter 89-04 and several relief requests that are deviations to provisions 3
of'the Letter. These relief requests that thus require the specific review and-approval of the NRC staff were listed in Attachment 2 of our-letter.
L As required by Trojan Technical-Specification 4.0.5.a and reiterated in NRC memorandum,'" Minutes of the public Meetings on Generic Letter 89-04", dated October 25, 1989, relief requests require NRC staff review and approval prior to implementation.
Recent discussions with the Trojan Plant NRC Project Manager, Roby Bevan, have revealed that NRC staff review of our IST Program and the relief requests which require specific approval will not be completed in time to support implementation by the start our 1990 Refueling Outage.
