Dear Mrs. Ellis:

I am responding to your letter of February 26, 1990, in which you reiterated the concerns of the Citizens Association for Sound Energy (CASE) regarding the findings of the U. S. Nuclear Regulatory Congnission's (NRC's) Systematic Assessment of Licensee Performance (SALP) for the Comanche Peak plant. You also forwarded CASE's analysis of the development of the NRC's 1989 SALP findings in your letter.

As discussed in ny letter to Ms. Garde of february 5,1990, we have given extensive consider 6 tion to the dissenting views raised in the memorandum from the "NRC Staff Inspectors" and the similar concerns raised by CASE. As a result of that review, we concluded that the SALP process for Comanche Peak was conducted in accordance with Agency guidance, and with due consideration for the stated purposes of the SALP evaluation.

We appreciate that CASE has invested a considerable effort in this matter.

It appears that much of your concern arises from the SALP process itself.

Consequently, your concerns have been forwarded to the NRC staff responsible for evaluating those broad questions about the SALP program policies.
