Upon receiving the responsive filings from Applicant and from the Staff of the Nuclear Regulatcry Commission (Staff) today, the Board conferred and decided to ask peti-tieners to be prepared to cite specific portions of docu-i ments on which they rely.
In particular, we agree (at this time) with the Staff's Response, at p. 15, that:
A petitioner... has an obligation to examine the publicly available documents relevant to a pro-caeding which could serve as a basis for a conten-tion.
A sufficient basis for a contention is i.
not established by simply referencing a large num-L ber of documents.
Instead,-an intervenor must L
clearly identify and summarize the facts being re-L lied upon, and identify and append specific por-I tions of the documents referenced.
