Dea I am responding to vour letter of February 7,1990, concerning NRC's Generic l

Letter No. 90-01, "hequest for Voluntary Participation in NRC Regulatory Impact Survey," dated January 18, 1990. We appreciate your endorsement of this NRC initiative to develop information on the extent to which key nuclear power plant managers must be involved in various internal and external operational inspections and audits.

With respect to the specific concerns you expressed about the details of the l

survey, we have no objection to the removal of INPO assistance visits from the scope of the generic letter. We also have no objection to the letter you proposed to send to the utilities. We would note however, that the NRC staff has worked with the Nuclear Management and Resources Council (NUMARC) to provide additional clarification that NUMARC believes is necessary to ensure that NRC obtains meaningful infomation.

With respect to your concerns about the inclusion of utility self assessments in the survey, we have agreed with i

NUMARC that only self assessment efforts which have resulted from an external commitment to conduct the assessment need be reported.

Because NUMARC has already provided this clarifying guidance to the industry, we do not plan to l

withdraw the generic letter, j

We believe that with the clarifications that you and NUMARC have suggested, the

responses to Generic Letter No. 90 01 will provide useful information on the impact of externally-imposed programs on utility managers who are responsible l

for safe reactor operations. When these responses have been reviewed and evaluated, we will share the results with you.
