This is in response to your letter dated February 14, 1990, regarding.the actions you have taken to comply with Section IV.A. and IV.C. of the Order Modifying License.(Order) issued to American Testing & Inspection, Inc. (ATI) on November 30, 1989, as modified by my letter dated January 29, 1990. We have determined that the information presented in your February 14 letter and notarized, signed copy of Mr. Preston's affirmation, received on March 12, 1990, is sufficient for ATI to begin operations in Non-Agreement States under the provisions of the Order and 10 CFR 150.20. Accordingly, and in accordance with Section V. of the Order, I hereby approve of the following:

Radiation Safety Officer: John Turner 2.
. Assistant Radiation Safety Officer: Joe Zlotnicki (Stan A. Huber Consultants, Inc.)
3.
Independent-auditing organization: Stan A. Huber Consultants, Inc.
(SAHCI).
4.
SAHCI's plan of auditing ATI's radiographers and radiation program as outlined in your letter dated February 14, 1990.
All other provisions of the Order, as modified, remain in effect.
