. Enclosed is an' application for an export license-(XMAT0345), recently received by the' Nuclear Regulatory Commission, for the export of bulk nuclear grade gra)hite for use as electrodes in electrical discharge machining in
_ Japan. Tiis is a follow-on request to Hi-Mark's earlier application (XMAT0344) to export 953 kilograms of graphite to the same end-user. Please-note the proposed March 30 shipping date.
f We would appreciate yo'ur views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the proposed export meets the applicable criteria in the Atomic. Energy Act of 1954.
I am also enclosing a copy of export license XMAT0344 (with application) which was issued on March 13 after expedited Executive Branch processing by FAX.-
I would like to thank Robin DeLaBarre for obtaining prompt interagency views on this case, which enabled the licensee to reduce shipping delays on the
' material involved..
