l Thank you for your letter dated November 22, 1989, in response to our Octo'ier 25, 1989 letter concerning allegations pertaining to a fitness-for-duty isst.; at Fermi, Unit 2 (Allegation RIII-89-A-132).

In our letter, we requested that you investigate the allegation and submit the results of your investigation to the NRC.

Your response indicated that the person involved was fit for duty. This conclusion was based on urine test results and breath analysis which showed no presence of drugs or alcohol. We noted that the fitness-for-duty testing was conducted on the day the individual was allegedly not fit for duty.

Based upon our review of your November 22, 1989 letter and a review of the investigation case file, we found your investigation to be sufficient to support your conclusions and have no additional questions regarding this matter. We request that you retain the supporting documentation for your investigation of this allegation for a minimum of one year from the date of this letter.

Corrective actions to resolve the procedural deviations you noted during your investigation of this issue will be reviewed during a future inspection of your fitness-for-duty program.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC Public Document Room.
