DAILY HIGHLIGHT - CALVERT CLIFFS UNITS 1 AND 2 A Notice of Violation and Proposed Imposition of Civil Penalty in the amount of
$100,000 was issued on March 6, 1990, to Baltimore Gas & Electric Company.
This action is based on the failure'to take adequate corrective action for deficiencies in meeting Low Temperature Overpressure Protection (LTOP) commitments. Several hardware'and software commitments had not been implementeri as required since initial plant startup. A 1988 NRC inspection identified the failure to implement two commitments, and two licensee analyses of the LTOP system performed in 1987 and 1989 identified other design assb.nption deficiencies for which the licensee failed to properly evaluate and correct.
l The civil penalty was escalated 50% for NRC identification and 50% for inadequate corrective action.
It was concluded that further escalation for
. poor past performance was not necessary to emphasize our concern because that performance has contributed to an extended shutdown of the facility.
