This is to acknowledge receipt of your letters dated February 6,1990 to me and to Mr. Richard L. Bangart, of my office, in which you provided information about the recently formed Fuel Cycle Facilities Forum (FCFF). We encourage your collaboration to facilitate and contribute to the regulatory development process for decommissioning. We consider that this ::ollaboration is a positive way to ensure safe and environmentally sound procedures for the decontamination and decommissioning operations.

We would also, of course, consider the Forum's rulemaking petition to address contamination standards for soils in light of the Comission's own efforts to develop the interim residual contamination criteria for the unrestricted release of soils and structures at decommissioned facilities. As you are aware, the Commission is considering a policy statement on Exemptions from Regulatory Control. This policy statement will provide the basis for interim decommissioning criteria. You should also be aware that the report entitled,

" Residual Radioactive Contamination From Decommissioning: Technical Basis for.

Translating Contamination Levels to Annual Dose," NUREG/CR.5512, is available.

We intend to request public comment on this report, as well as the interim decommissioning criteria when the criteria are completed. We would appreciate receiving your comments on these matters during the coment period.
