Dear Sirs:

The purpose of this letter is to provide notice that GPU Nuclear expects TMI-2 ito satisfy the reouirements for' transition-to Facility Mode 3, as defined in

.the TMI-2 Technical Specifications, within the next 60 days. Table 1.1 of the l

TMI-2iTechnica1' Specifications states that Facility Mode 3 shall exist when

' the' conditions for Facility Mode 2 are met and no canisters containing' core H

' material-are stored on the TMI-2 site.

'GPU Nuclear letter 4410-90-L-0012 dated February 22, 1990, forwarded the* final j

submittal of:.the Defueling Completion Report which demonstrated that THI-2 has ll satisfied'the Technical Specification-reouirements for transition to Facility

! Mode 2.

Based on Technical Specification 1.3, transition to Mode 2'may take-place 60; days following submittal.of the report. Tne remaining condition for i

transition to Fccility Mode 3 (i.e., no canisters containing core material' stored on-site) is' expected to be satisfied within the next 60 days by 1

. shipment'of.the remaining defus11ng canisters off-site. 'Therefore, GPU

' Nuclear intends to transition to Facility Mode 3 on May.7,1990, (60' days from the date off this. letter) unless final shipment-is celayed.
