PROJECT QUALITY ASSURANCE PLAN I have completed nly review of U.S. Department of Energy's (DOE's) UMTRA Project Quality Assurance Plan, UNTRA DOE /AL-185, Revision 3A. This revision incorporates the coments that Dale Hedges and ntyself recontiended at the

' January 17, 1990, QA' working session held at the DOE Albuquerque office. This revision addresses and resolves our outstanding comments from both the May 19, 1989, letter and the-November 13, 1989, letter to DOE (Matthews/Lohaus). The QA plan incorporates NRC's comments; however, I recommend DOE incorporate in l
the reference section of this document the latest version of ANSI /ASME NQA-1.
l To ' nsure that the UMTRA QA Plan is properly. implemented, I reconcend e
that'you notify DOE that I would like to accompany DOE and their contractors l
- on selected audits to measure the effectiveness'of the audits and to assess the overall effectiveness of the UMTRA project QA program.
