I received an identi_ cal NRC letter from Senator Har k in's Of f i ce.
I will give vc'o a sinillar answer to the 10tters.that I have returned to the NRC and to Senator Harkin.
The re tr of i t that I am referring to et the Quad Cities station may make the difference between a Chi-'nobv1 and a-Three Mile Island in the event of a major nuclear mishap.
I believe that this is an unecceptable risk to the-safety of'the pecole in this area.
If an early release of radiation were to take place the people of Clinton would~not even be evacuated yet.
The flRC themselves estimate 22 hrs.
to evacuate.the area in and around Clinton.
li we look at the ovacuation done around Chernobyl and applied It here we might have a rec tangl e f rom Davenpor t _ to Rockf or cl. Ill i noi s about 50 mil es wi de.
An area 1_lKe that would cut into much of our best fa*rmland, render
,porhaps a million people homeless, and use up the Price-Anderson insurance fund for the first 10*A of the damage.
An accident Ilke that would 'also be' the death knell of nuclear ener gy for this country.
I submit.that the NRC has Known about this problem for over 2 year s and that now -they are proposing to tehe-up to three more years

I believe that the NRC at the IIs t ional level has become more of'an utility advocate than a public v&'ocate which they were y

If we continue to see no action from the NRC a media i.
campaign enlisting more pubile opinion will be next i n omler.
