ilEETING WITH KERR-tiCGEE ON THE CIMARR0N URANillM PLANT We met with representatives of Kerr-ilcGee Corporation on March 1. 1990, to discur;s the Cimarron liranium Plant in Crescent, Oklahoma. A list of meeting attendees is enclosed.

They have requested that we authorize onsite disposal of uranium-contaminated soil as part of their program for overall site decommissioning.

The soil disposal would be of the type described as Option Two in the Branch Technical

. Position on Disposal or Onsite Storage of Therium or tiranium Wastes from Past Operations (46 FR 5?061-5?063).

l Kerr-llcGee first made this reauest in October 1987.

Several meetings f.

l and exchanges of correspondence have been necessary since then to clarify important aspects of the reauest.. In response to geological and hydrological questions posed in the correspondence, Kerr-McGee. prepared a document called the Cimarron Site Investigation Report, which was submitted to us in October 4

1989. The purpose of the March 1 meeting was to discuss the NPC staff's comments on this report.

Joints Kerr-licGee will provide information on the spacing, orientation, and staining (if.any) of,i';nts in the rock in the vicinity of the proposed soil disposal cell.

. Perched aquifers i

Kerr-McGee will provide information on the location and orientation of mudstone lenses in the vicinity of the proposed soil disposal cell.

Groundwater flow direction l

Kerr-McGee will determine how much of the groundwater flow in the vicinity of the proposed soil disposal cell ~1s in the direction of the No.-3 Reservoir.

Groundwater and land use Kerr-McGee will provide information to justify their belief that

. groundwater from the shallow aquifer under the proposed soil disposal cell is not. likely to be used for drinking or irrigation. Data from government. agencies, well-drilling companies,_or local residents are possible sources of such information.

Potential groundwater users north of the Cimarron River need not be considered.

Erosion Kerr-McGee will estimate tbs rate at which soil will be eroded + rom 1

the cover over the proposed soil disposal cell (assuming thct the cover is cultivated for crops).

Computer simulations t

Kerr-McGee will send us a floppy disk with the input values used in simulating uranium transport from the proposed-soil disposal cell.-

7-Existing groundwater contamination Kerr-McGee will provide information on the mechanism by which uranium contamination has reached groundwater monitoring wells in the vicinity',

of the Uranium Plant (wells 1322 and 1331).

Kerr-McGee must demonstrate that. conditions that may have caused accelerated migration of uranium into these wells will not recur in the proposed soil disposal cell.

8.. Groundwater pathway model tj-Kerr-McGee will provide an overall groundwater pathway model of the area around the proposed soil disposal cell. All potential ground-water' pathways by which uranium could reach members of the public should be included in the model.
