Dear Mr. Davis:
The purpose of this letter is to inform you that Zion Station has completed the review of the recirculation phase functions for possible inclusion in the Technical Specifications. The principal documents used i
during the perfonnance of this review included the Zion Updated FSAR, Emergency Operating Procedures (EOP's), Abnormal Operating Procedures (AOP's),
f Byron Station Technical Specifications, and the Standardized Technical Specifications Revision 4 dated Fall 1981.

The review focused on motor operated valves (MOVs) that would ba required for post-LOCA ECCS recirculation phase service, but whose operability is not explicitly assured by current Technical Specifications. The list of valves considered in the review, and the results of the review are provided in Attachment A.
l The valves that are currently addressed in the Technical Specifications are identified in column number 3.
The remainder of the valves will be included in a submittal that will propose a revision to the Technical Specification Bases. The submittal will be provided by April 1, 1990.
