TVA letter to NRC dated June 8, 1989, "Sequoyah Nuclear Plant (SQN) Units 1 and 2 - NRC Inspection Report Nos. 50-327, 328/89 Response to Notice of Violation 50-327, 328/89-09-03" TVA was cited with a violation in Reference 1 involving three examples of procedural inadequacles.
Example C of the violation involved a controlled vendor manual for a valve that did not contain the latest revision of vendor information for the valve operator.
In the Reference 2 response to the notice of violation, TVA committed to several corrective actions including the following:
"TVA is compiling a list of all Hestinghouse subvendor manual inserts for which there is also a generic manual maintained under the Sequoyah vendor manual prc, gram.
To eliminate any potential for present or future conflict, the subvendor insert pages will be removed from the manuals and replaced with
- a. reference to the generic Limitorque manual....
This action will be completed by September 1, 1989."
To meet this commitment, TVA implemented the following corrective actions, collectively referred to as the generic match program:
1.;. Compile a summary list of subvendor publications contained in Westinghouse Electric Corporation proprietary and non-Westinghouse proprietary vendor technical manuals (VTMs).
2.
Identify those subvendor publications that are potential matches to publicat'ons in generic VTMs.

Evaluate the identified subvendor publications, and select the appropriate i

If a direct match is found, remove the subvendor publication from the VTM, and insert a reference to the generic manual.

If no direct match is found, contact the vendor to verify the k
publication is the most recent/ appropriate.
(If a more recent/
appropriate publication is identified, acquire it, and enter it in the Vendor Manual Update Program.)
l-This commitment was completed in October 1989 based on work performe(' for TVA by the contractor implementing the generic match program. After shifting program responsibility from contractor to TVA personnel however, it was t
discovered that not all of the potentially affected VTMs had been included in the scope of the generic match program.
Based on an approximate 80 percent inventory of currently issued Westinghouse VTMs, it is estimated that there 1
are approximately 361 additional subvendor publications not previously considered that should be evaluated for generic match. Consequently, the subject commitment has been administratively reopened for additional action.
The full scope of the generic match program will be completed exactly as committed in Reference 2.
The following actions will be taken to complete the implementation of the commitment.
1.
Complete the inventory of currently issued Westinghouse VTMs to determine the number of additional subvendor publ*, cations to be evaluated for generic match (currently estimated as 361 publications).
2.
Evaluate the subvendor publications from Item 1 above for generic match, and complete any appropriate documentation changes.
These actions are expected to be completed by August 1, 1990.
This is not a new commitment; rathen, it is a reiteration of the commitment made in Reference 2.
