Regulatory Analysis Support of Proposed Rule Concerning fluclear Power Plant License Renewal DBJECTIVE-The objective of this task is for the contractor to provide rulemaking assistance to the ilRC in its development of the revised nuclear plant license

BACKGROUND The Regulatory Analysis Section within the Regulatory Dcvelopment Branch (RDB) has been approached by the Reactor and Plant Safety Issues Branch (RPSIB) to provide cost analysis and other rulemaking assistance for the license renewal i
rule.
A preliminary rulemaking packaoc, which included SEA's involvcment, was developed in late 1988 and early 1989.
At that time a decision was made that the rule needed.further definition, j
The prestnt schedule calls for the revision of the draft rule and accompanying Regulhtory Analysis by early 1990. The revised rule is scheduled for publication in mid 1990 and will be available for external review at that tine.
. WORK TO DE PERFORMED AND EXPECTED RESULTS Subtask 1 As part.of its rulemaking activities the !!N will sponsor a -license renewal l
workshop in late 1989.
The contractor will participate in the scoping and planning of this workshop. This will int.; de providing input and advice to
' the flRC cn the-scope and content of the workshop to maximize its usefulness and the information value provided.
The contractor will participate in the workshop,' process the information exchanged, and assist the NRC in making revisions to the proposed rule based on the outcome of the workshop.

F effort. The cost enalysis wi11 include definition and quantification of at least the following types of impacts which may be required to allow license renewal:
Plant physical modifications and refurbishments Chtnpes to plant operation and maintenance (08M) activities
- Administrative, procedural, and analytical changes

Occupational exposure associated with both physical modifications and 0&M activities Replacement energy costs associated with both physical modifications and any inspection, test, surveillance, and maintenance activities performed to comply with license renewal requirements.
t The contractor's cost analysis also will address other miscellaneous cost impacts.
Other significant cost impacts could surface as the proposed rule is refined, clarified, and revised.
The preparation of the cost analysis for the license renewal rulemaking package will require frequent and extensive interaction with the NRC and with other subcontractors supporting this ef fort.
Subtask 3 The contractor will assist th. NRC in developing and refining the license renewa1 rule and the overall rulemaking package.
This will include reviewing existing pertinent documentation, participating in meetings and discussions, drafting portions of the Regulatory Analysis, reviewing regulatory guides as they are developed, and providing suggestions to the NRC for improviqg the license renewal rule and the cssociated rulemaking package.
4 The contractor will also provide assistance in responding to substantive cost-related questions raised during the internal review of the rulemaking pac kage.
The internal review will involve RES management, NRR and other i
interested Offices, CRGR, ACRS, and the Commission.
Subtask 4 Substantial comments are expected from interested public parties on the proposed license renewal rule once the draft r'<1e is published and made available to the general public. The centracer will assist the NRC in responding to the questions and concerns reised.
DELIVERABLES The contractor will deliver to the NRC both a draft report and a final report containing its cost analysis in support of the overall license renewal rulemaking package. This documentation will be provided consistent with HRC's current planned schedule of early to mid 1990. Other support requested of the contractor will also be provided consistent wit.h NRC's scheduled needs,

In addition the contractor will provide monthly status reports citing technical progress, any problems encountered, plans for the next report period, and the financial status of the task.
