Operat%g License R-83 for.the Nuclear Science Center, and to the discussion of

our finings with you and members of your staff and other representatives

of the Texas A&M University system at the conclusion of the inspection.

Areas examined-during the inspection included reactor operations, emergency

preparedness, nuclear materials safeguards, and physical security programs.

Within these areas, the inspection consisted of selective examination of

procedures and representative records, interviews with personnel, and

observations by the inspectors. The inspection findings are documented in the

>

enclosed inspection report. The radiation protection program was not reviewed

in detail during this inspection, but will be the subject of a separate

inspection in the near future.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements. Consequently, you are required to respond to

this violation, in writing, in accordance with the provisions of Section 2.201

of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal

Regulations.

Your response should be based on the specifics. contained in the

Notice of Violation enclosed with this letter.

In accordance with 10 CFR Part 2.790(d), the documentation enclosed concerning

your Physical Security Plan (Attachment A to Appendix B to this letter) are

exempt from disclosure.

Therefore, this attachment will not be placed in the

Public Document Room.

.We have also examined actions you have taken with regard to previously

identified inspection findings. The status of these 1tems is identified in

paragraph 2 of the enclosed report.

We are~ concerned about the vacant Nuclear Science Center Health Physicist

position. We know that you are actively recruiting to fill this position, and

we encourage you to pursue these efforts.
