SUBJECT:

STAFF REQUIREMENTS - BRIEFING ON STATUS OF PROPOSED RULE ON LICENSING RENEWAL, 2:00 P.M.,

The Commission was briefed by the staff on the status of' ongoing activities for establishing regulatory requirements to extend reactor operating licensees beyond 40-years of i

commercial operation.

The Commission expressed the importance of establishing l

thorough screening-requirements and urged the staff to include as much of the screening criteria as possible in the rule itself. -The Commission also requested the staff to continually incorporate the results of aging research into the license.

why we should require applicants' to document the current licensing basis (CLB), even by reference, as a part of their license renewal applications.

l The Commission requested the staff to review the schedule for j

l completion of the regulatory guide and safety evaluations on I

industry technical reports to determine how this important guidance can be provided to early renewal applicants.

The staff should also identify for the industry any NRC expectations.for additional information which are yet to be i

met, prior to development of the last scheduled technical report.

In addition, the staff should incorporate the schedule for completion of the industry technical report and the staff's issuance of safety evaluation reports in the overall schedule for license renewal activities.

. The Commission encouraged the staff to interact with the ACRS and requested tight management oversight and control by the EDO in coordinating the licensing renewal activities between RES and NRR.

The Commission also placed high priority in staff's activities to maintain the current schedule on the development of the proposed license renewal rule.

Additional guidance may be provided in the Commission's response to SECY-90-021.
