On September 11, 1989 we submitted a
reply to the Notice of Violation A,
concerning inadequate separation of safety related electrical
- cable, which was included with the referenced inspection report.
On October 18, 1989 we updated tho status of actions taken, provided a
partial schedule for completion of remaining actions and stated that a
final schedule for resolution of remaining actions would be provided by February 15, 1990.
This date was extended until-February 23, 1990 by Duquesne Light Company request and agreed to by 11RC Region I.
Enclosed is our updated response.

Status of Actions i
Cable Seoaration Violation Descriotion of Violation (50-334/89-12-01) 10 CFR Part 50, Appendix B, Criterion XVI requires that measures shall be established to assure that for conditions adverse to quality, the cause of the condition is determined and corrective action is taken to preclude repetition.
Contrary to the above, the licensee's corrective actions in response to findings identified by NRC in Inspection Report 88-22, Detail 10, regarding inadequate separation of safety related electrical cable were not adequate.
Several similar discrepancies were identified by NRC on July 7,
1989.
Adequate cable separation still does not exist in the Unit 1 Cable Mezzanine.
February 15. 1990 Status of Actions _
The inspection of safety related cables and raceways and Appendix R safe shutdown
- cables, as part of the comprehensive inspection plan described in our original response to identify cable separation deficiencies, has been completed in accordance with the plan.
The actions that were completed in conjunction with the Unit i seventh refueling outage included:
1.
Inspection of all accessible safety related raceways inside containment and resolution of any identified cable separation deficiencies.

Inspection of all accessible safety related high energy cable l
raceways outside containment and resolution of any identified cable separation deficiencies.
3.
Inspection of all accessible Appendix R safe shutdown high energy cables and resolution of any identified cable separation deficiencies.
The remainder of the accessible outside containment safety related l
raceway and Appendix R
safe shutdown cables were inspected by l
January 31, 1990.
The schedule for resolving the deficiencies l
identified during those inspections is as follows:
1.
All cable separation deficiencies involving safety related or Appendix R
safe shutdown control
- cables, except for those involving cable routing deficiencies, will be resolved prior to restart following the eighth refueling outage.
For other control level cables which require rerouting, the deficiencies will be resolved prior to restart following the ninth refueling outage.
