Dear Mr. Leonard:
Public _ Service Company (PSC) of Colorado is working with the U.S.
9 Department of Energy (U.S.

. transport material via' the Transport and Safeguards Division. Safe Secure Trailers. Movement of the material may occur as early as mid-1990.

The material is currently stored in, and will be transported in the Model No. FSV-3 package.
The Model No. FSV-3 package is identified L.
and. authorized for transport by the U.S.

Commission (U.S. NRC) under Certificate of Compliance (C of C) No.
6347 Revision No. 6 dated March 18,.1987.
In reviewing the C of C No. 6347, it was realized that U.S. DOE is not listed as a user of the FSV-3 package.

PSC requests the U.S. DOE to become a registered user of the FSV-3 package under C of C No. 6347 by notifying the U.S..NRC that it desires to become a registered user of the package.. Notification to t
the U.S. NRC may be directed to:
U.S. Nuclear Regulatory Commission ATTN: Document Control Desk Washington,.D.C. 20555 ATTN: Mr. Charles MacDonald, Chief Transpor.tation Branch NMSS PSC anticipates safe, prompt movement of the material. Resolution of this matter will aid that process.
