a Enclosed is a copy'of the final report for the full- + participation exercise of the offsite radiological emergency l response plans for the Monticello Nuclear Power Plant. The I State of' Minnesota,~Sherburne and Wright Counties, as well as-the Northern States Power Company, fully participated in cj the plume exposure pathway exercise conducted July'26, 1989. Lj The: report, dated-February 1, 1990, was prepared by the d Federal l Emergency-Management Agency (FEMA) Region'V staff. R l There were no deficiencies observed during the~ July 26,- l 1989, exercise. The report identifies nine Areas Requiring '} Corrective Action. The FEMA Region V staff has reviewed the schedule of corrective actions provided by the State:of 1 Minnesota in response to the exercise. weaknesses identified, d incorporated them into the final report, and has forwarded a copy of this report to the State. Additional. verification of corrective action will be provided by FEMA Region.V L-during the next exercise scheduled for the Monticello l Nuclear Power Plant. l Based'on our review of the final-exercise report and I schedule of corrective actions, FEMA considers,that offsite L radiological emergency planning and preparedness is adequate 1 to provide reasonable assurance that appropriate offsite measures can.be taken to protect the health and safety of the public living in the vicinity of the Monticello Nuclear g, Power Plant, in the event of'a radiological emergency occurring at-that site.
