SUBJECT:
SUMMARY
OF CRGR VISIT TO FORT CALHOUN (CORRECTED)
This summarizes the discussions with the licensee during the Committee's visit to Fort Calhoun on September 21-22, 1989.
This corrected version-has been revised to eliminate an incorrect statement to the effect that the
. licensee had recently submitted a backfit claim under NRC Manual Chapter 0514.
The Committee (E. Jordan, D. Ross, G. Arlotto, and L. Reyes) and staff.
(D. Allison.and J. Conran) visited Fort Calhoun Station on September 21-22,
- 1989, The Committee met with utility management and with an operating crew and toured the plant, the training center and the emergency offsite facility.
An agenda is enclosed.
During the meetings, utility management described recent initiatives for safety improvements, including:
substantial increases in staffing; significant expenditures on facilities and equipment; and projects such as a design reconstitution project and an emergency preparedness improvement project.
The following were noted:
1.
With regard to the NRC maintenance policy / rule, they indicated that, if a rule must be issued, it should:
(a) be preceded by a definition of the problem we are' fixing; (b) focus on technical matters rather than management methods; and (c) be performance oriented.
2.
NRC mandated actions had generally not prevented them from implementing safety improvements that came from their own initiatives, but the mandated actions had distracted them somewhat from operational issues.
3.
They indicated that from the Engineering Department's perspective, NRC
. generic communications should generally prciide more schedule flexibility and be less prescriptive.
4.
In connection with the Individual Plant Examination (IPE), Fort Calhoun would be doing a full scope PRA.
Their estimated costs were considerably more than the staff's estimated costs (which were based on a lesser effort).
The' staff's guidance was open ended with regard to what the NRC wants and how it can be used; however, considering the complexity of the program, the NRC had made a creditable attempt to define the job.

Estimated costs'for new generic requirements in 1988 were about-$14 million.
It appeared that generic letters were becoming very frequent (as bulletins'had in the_early 1980's).
Although they had some concerns about apparer,t exceptions. to the backfit rule, the generic requirement /
backfit process appeared to be working provided utilities are allowed sufficient time-to plan and budget for required actions.

-They'noted a real proliferation of inspections impacting plant resources.
These included their own QA Depar..aent, NRC, INPO, and insurance companies.
We said we would pass this comment to the NRC
Regulatory Impact Study (Bert Davis' group).

They not'ed that recent security upgrades were substantial and coctly and expressed concern about the intent of our recent generic letter on truck bombs.
During~ the meeting with the operating crew, the following regulatory impacts.
were noted:
1.
The operators had a number of concerns about a degree requirement.
Local colleges required near perfect attendance at classes and thus, it would be very difficult to obtain a degree while doing shift work.
If a degree is obtained, its best use is to get another job, off shift work.
- 2.
Drug testing was a significant inconvenience as follows:
(1) driving to the testing location; (2) coming in on off-duty hours for testing; and (3) standing extra duty to replace someone who was being testing.
At the wrap-up session, utility management indicated they were glad to exchange views and we indicated that the information they provided would be useful in the Committee's work.
