DIFFERINGPROFES$10NALOPINION(DPO)CONCERNING(A) ZION 1/2CONTAINMENTISOLATIONVALVESAND(B)METHODOLOGYUSED FOR CALCULATING OFFSITE DOSES This memorandum acknowledges receipt by the EDO of your October 19, 1989 submittal of a Differing Professional Opinion (DPO) on the subject matters.
I have established an independent and highly qualified review group headed by j
Dr. Ross of RES. Joseph Murphy and Leonard Soffer of RES will be members assisting Dr. Ross in this outside review of your DPO.
I have requested that this independent review group try to reach closure of their review and provide views and recossnendations to me within one month.
Dr. Ross has authority to seek the views of any individual or groups of in-dividuals, inside and outside of NRC in concluding this DP0 review.
I will advise you of sty conclusions on this matter as soon as practicable following receipt of the revtew group findings from Dr. Ross.

SUBJECT:
DIFFERING PROFESSIONAL OPINION in my September 13, 1989 memorandum, item I stated that the staff should issue its evaluation of the proposed Zion Technical Specifications for containment purge and vent system. This amendment was expected to be issued by November 30, 1989.
The licensee provided a new submittel on November 21, 1989. However, this submittal is significantly differeht from the original submittal.
Therefore, the submittal will be renoticed in the Federel. Register. The staff's j
evaluation of the revised submittal is expecteo by January 15, 1990. However, since this issue is now being reviewed as a Differing Professional Opinion, i-final staff action on the licensee's request will not be taken until the review group headed by Dr. Ross completes its review of this issue.
