Dear Mr. Sjoblom:

In the Reference, which transmitted the Nuclear Regulatory Commission's approval for pellet production in our revitalized Nuclear Fuel Manufacturing facilities at Hematite, Missouri, you expressed concern over the quality of the _ license amendment application submitted by Combustion Engineering, Inc.

I appreciate your concern if the content of our application failed to meet your standards for a quality submission.

We are reviewing the circumstances related to the license submittal.

I recognize the influence of our schedule constraints and acknowledge the extra effort by the NRC staff during the review process.

An assessment of the process by which we propose, establish scenarios, l

evaluate and present criticality related license amendment applications is l

being conducted. We will be contacting your staff within the next few days to l:

request a meeting between the NRC and Combustion Engineering staff members to I.

review the regulatory requirements regarding criticality evaluations as a part L

of this assessment.
