I In SECY-86-384 the staff stated it would consider action against individuals as a separate matter in response to 00J's coninent.

In response to D0J's proposed testimony concerning the Glenn hearing I believe we told OMB that the agency is working on the issue.

In any event I would appreciate OGC's view on whether we can and under what circumstances can we issue a CP or Order
