~The United States Nuclear Regulatory Commission (the Commission) is considering issuance of an amendment to Facility Operating License No. NP.F-43, issued to the Detroit Edison Company (Deco) and the Wolverine Power Supply Cooperative, Incorporated (the licensees) for the' operation of Fermi-2 located

.in Monroe Countyi Michigan.

ENVIRONMENTAL ASSESSMENT l

Identification of Proposed Action:

L The proposed amendment would revise the license to reflect the purchase l

L by Deco of.the-Wolverine Power Supply Cooperative, Inc.'s interest in Fermi-2.

h The proposed action is in accordance with the licensees' application for

' amendment dated July 24, 1989.

l The Need for the Proposed Action:

The' proposed change to the license is required in order to accurately E

reflect legal ownership and responsibility for operation of the Fermi-2

' facility.

Environmental Impacts of the Proposed Action:

The Commission has completed its evaluation of the proposed revision to

.the license. -The proposed revision would modify the Operating License to 9002220503 900209 P

reflect the proposed purchase by DECO of Wolverine Power Supply Cooperative, Inc.'s 11% share in the Fermi-2 facility. No change to the~ operation or maintenance of Fermi-2 is requested. Therefore, the proposed change does not i

increase.the probability or consequences of an accident, the proposed change

.does not affect-the types of any effluents that may be released offsite, and there is no significant increase in the allowable individual or cumulative occupational radiation exposure. Accordingly, the Comission concludes that this-proposed action would result in no significant radiological environmental 7

impact associated with the proposed amendment.

With regard to potential non-radiological impacts,'the proposed change to 1

the license does not involve systems located within the restricted area as defined in 10 CFR Part 20..It does not affect non-radiological plant effluents and has no other environmental impact. Therefore, the Commission concludes that there are no significant non-radiological environmental impacts _ associated with the

< proposed amendment.

Alternative to the Proposed Action:

Since the Commission has concluded that there is no significant environmental effect that would result from the proposed action, any alternatives with equal or greater environmental impacts need not be evaluated.

The principal alternative would be to deny the requested amendment. This would y

l not permit-Fermi-2 to operate as stated in the Operating License.

p Alternative Use of Resources:

This action does not involve the use of resources not previously considered in the " Final Environmental Statement Related to Operation of Fermi-2," dated August 1981.

FINDING OF NO SIGNIFICANT IMPACT'

. The Comission has' determined not to prepare an environmenta1Limpact statement for;.the proposed license-amendment.

Based upon the foregoing. environmental _ assessment, the Comission concludes j

that the proposed action will not have a significant-effect on.the quality of :

'the. human environment.
