Dear Sir:
i This memo is to document a telephone call to Mr. Alexander Adams, Project Manager for the above referenced facility, which took place on 12 February 1990.
In that' call the undersigned reported a discrepancy with the conditions of paragraph 2.B.(2) of license No. R-2-which limits enrichment of uranium used in-connection with operation of the reactor to less than 20%.
Fission chambers used in connection with reactor operation exceed 20%
1 enrichment.- When paragraph 2.B (2) was amended on 12 May-1986, the limitation on the enrichment of all uranium-235 was added.
Prior to that time, there was
-i no limit on enrichment.
The intent was.to limit the enrichment of reactor fuel but not-to limit the enrichment of small quantities of uranium-235 in fission detectors, fission foils, etc.
An application for a license amendment is currently being' processed to eliminate this discrepancy.
