Dear Mr.. Cushing:

This replies.to your February 1,1990 letter (to me and the Regional Admini-strator) about missing security keycards at the Seabrook Station.

Your' letter was-reviewed by an NRC Region 1-allegation panel.on February 6, 1990.

Subse-quent review, as directed by the panel, provided or confirmed the following information:

4 There are many security keycards at Seabrook, and losses do occur.

Per-sonnel who lose keycards are required to report the loss upon discovery.-

The great majority of lost keycards are recovered.

t Routine keycard accountability checks are performed at a frequency accept-

.able.to the NRC. Our inspections have found adequate.keycard control.

.When a keycard is not accounted for, that card.is promptly terminated.

'Even if it is quickly located, it cannot ise used for an extended period.

l Missing keycards which are not soon located are permanently terminated.

An attempt to use a terminated keycard will result in a security force L

. Review of those reports shows acceptable keycard control.

j Quarterly licensse reports to the NRC have identified keycard losses, Based on the above, your allegation.that the disappearance of keycards from
