Subject:

RENEWAL OF THE NUCLEAR SAFETY RESEARCH REVIEW COMMITTEE (NSRRC)

Purpose:

To request Comission approval to renew the Charter of the Nuclear Safety Research Review Comittee for an additional two-year period under FACA guidelines.

Discussion:

The Nuclear Safety Research Review Comittee (NSRRC) was established February 9, 1988 to provide advice to the Director of the Office of Nuclear Regulatory Research (RES) and through him the Commission, on matters on overall management importance in the direction of the NRC's program of nuclear safety research.

The NSRRC two-year Charter will expire February 9, 1990.

In accordance with the Federal Advisory Comittee Act (FACA),

and after consultation with the General Services Administration (GSA), the NRC has determined that there is a i

continuing need for the NSRRC and that renewal of the Comittee for a two-year period beginning February 9,1900 is in the public interest.

Nuclear safety research is understood to encompass techni cal investigations of-the implications for public health and safety of the peaceful uses of ctonic energy and the reduction of those investigations to regulatory practice.

Conformance of the NRC nuclear safety research program to the NRC Philosophy 'of Nuclear Regulatory Research, as stated in the Commission's Strategic Plan, and to specific Commission directions.

13. W HY 45 THE COMMIT TEE E55ENTIAL FOR THE CONDUCT OF AGENCY BV51NE55 AND IN THE PUBL4G INTERE5T7 The National Academy of Sciences recommended in 1986 that this committee be established to provide an independent review of the overall structure and thrust of the NRC research program.

This committee. being comprised of experta experienced in the performance and management of research and familiar with the disciplines involved in reactor safety research, is qualified to ask questions about the structure, direction and focus of the overall research program.

answers to such questions assist in making the program more responsive to agency needs, thus providing confidence that funds are being used to adequately protect public health and safety.

The National Academy of Sciences (NAS) in its report on revitalizing nuclear safety r.esearch l

in the U.S. recommended that a first rank advisory committee be established to advise the Commission on its RES programs. The Commission believes that this advisory committee is the most appropriate vehicle for obtaining in an expeditious and consistent mgnner the views of non-NRC experts on the overall thrust and direction of the work of the work of the Office of Nuclear Regulatory Research.
