Dear Dr. Bixby:
We have reviewed the information you sent concerning the interception trench you plan to construct adjacent to the NRC. licensed disposal area.
(Reference the Department of Energy memoranda of January 2,1990, and January 5,1990, from W. W. Bixby to J. E. Solecki and the letter of January 18, 1990, from W..W. Bixby to R. D. Hurt.) We concur with your decision to act immediately to -
prevent buried reprocessing solvent from reaching the nearby creek, and agree, in general terms, that an interception trench of the type described in your memoranda is a reasonable method for containing the solvent.
As I have discussed by telephone with Tom Rowland of your staff, there are some details of the trench design that might be improved.
I hope that these can be resolved when we visit the site on February 6,1990.
I will take this opportunity to say that the NRC staff also concurs with your decision to pursue fairly near-term remedial action, such as excavation of the
-solvent tanks, to prevent recurrence of the leakage.
Please keep us closely
-informed as to the measures you might take to promote remedial action.
