o Access Authorization at Nuclear Power Plants The' Committee was briefed by the NRC staff on the proposed access authorization rule that requires licensees to define requirements under which 10 CFR Part 50 licensees will authorize unescorted access to protected and vital areas within nuclear power plants. The access authorization rule will supplement the existing regulations on overall physical security.

Evaluation of Ooerational Data The Committee was briefed by NRC staff representatives on the use of the SALP ratings by organizations / individuals for purposes beyond those intended by the NRC.

The NRC staff discussed two studies that are currently underway.

impact of PUC incentive plans on plant safety.

The second will address the overall impact of the SALP process on licensees, including an examination of the pros and cons of dropping the numerical rating system and providing some possible alternative rating scheme.

10 CFR Part 55 Comoliance with Fitness-For-Duty The Committee was briefed by the NRC staff on the notice of proposed rulemaking to amend Part 55 so that the cutoff levels established pursuant to Part 26 (Fitness-for-Duty Program) ' become applicable to the licensed operator as a condition of their

license, o

Coherence in the Reaulatory Process The committee was briefed by Mr. James Taylor, Executive Director for Operations, on how the staff attempts to ensure coherence in the regulatory process, o

New ACRS Officerg The Committee elected Mr. Carlyle Michelson to be Chairman during CY 1990.

Mr. Charles J. Wylie was elected Vice-Chairman, and Mr. James C. Carroll was elected Member-At-Large to the Plan-ning and Procedures Subcommittee for this same period, o

Periodic Meetinas wi.th the NRC Chairman The committee agreed that it would be useful for the ACRS Chairman to reestablish the practice of periodic meetings with the NRC Chairman and other individual Commissioners to discuss items of mu' vial interest.

Further, the Committee indicated that discussions with individual Commissioners during ACRS meetings to discuss matters of mutual intsrest would benefit the committee.

The Subcommittee discussed aspects of the regulatory process of interest or concern.

o Thermal Hydraulic Phenomena, December 7, 1989 - The Subcommittee reviewed the proposed NRR and RES programs for resolution of the interfacing systems LOCA issue.

Human FactoIA, December-12, 1989 - The Subcommittee discussed (1) proposed changes to 101 CFR 55, Operator Licenses, (2) operator training deficiencies, and (3) Access Authorization rule.

1989 - The Subcommittees continued to discuss containment design criteria for future plants.

SCHEDULE FOR THE 357TH MEETING The Committee agreed to the following tentative schedule for the 357th ACRS meeting, January 11-13, 1990.

report on the proposed containment performance improvement program for all containment types except the BWR Mark I which is being handled separately.

Generic Issue B-56, " Diesel Reliability" and Associated Reculatory Guide 1.9.

Revision 3 (Open)

Review and comment on the proposed final resolution of Generic Issue B-56 and Regulatory Guide 1.9, Revision 3.

Meetina with the NRC Commissigners (Open)

Discussion of the following topics:

- Containment Performance Criteria for Future Plants

- Containment Requirements for Advanced Reactors

- Definition of Adequate Protection in the context of the Quantitative Safety Goals

- Coherence in the Regulatory Process

- ACRS Reevaluation of its Role Regarding Operating Reactors

- Feedback from the Meeting with AECB Advisory Committee Meetina with the-AEOD Director (Open)

Discussion of items of mutual interest such as the allocation of AEOD resources among major program areas.
