appointment as Chairman of the U.S. Nuclear Regulatory i

Commission (NRC).

Your kind thoughts were greatly appreciated.

Let me take this opportunity to congratulate you on your selection as the Chairman of GOSPROMATOMNADZOR.

It must be especially gratifying to you that your Government has asked you to apply the safety philosophy you developed in the regulation of atomic energy to the wider area of industry at large.

I wish you every success in this endeavor.

I, too, want to continue the spirit of cooperation between our two countries on nuclear safety matters that was begun during the tenure of former NRC Chairman Zech.

In that regard I note the recent success of our JCCCNRS exchange of inspectors this last summer, and I look forward to our next exchange in 1990, which will emphasize regional regulatory activities.

Finally, I regret that I was unable to meet with you last May when you were in the United States to visit the Commission and to become more f amiliar with U.S. commercial nuclear activities.

I would like to extend a personal invitation for you to visit the United States again in 1990 to review our respective programs in nuclear safety and our progress in ensuring the safe use of atomic energy.
