This is to inform the Comission that a Notice of Violation and Proposed j
Imposition cf Civil Penalty in the amount of $50,000 will be issued on or tbout December 27, 1989 to Iowa Electric Light & Power Company. This action is based on the licensee's failure to take adequate corrective actions for previously identified environmental qualification (EQ) violations for which the licensee was given a civil penalty and for a number of other EQ violations that were identified. Partial mitigation of the civil penalty for licensee identification and reporting of the violations was offset by partial escalation for prior notice.
It should be noted that the licensee has not been specifically informed of the enforcement action. The schedule of issuance and notification is:
Mailing of Notice December 27, 1989 Telephone Notification of Licensee December 27, 1989 The State of Iowa will be notified.
The licensee has thirty days from the date of the Notice in which to respond.
Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
