This responds to your letter of floventer 28, 1989 announcing the

establishment of a Roster of Dispute Resolution Neutrals and inquiring about this agency's interest in using the Roster. The Nuclear Regulatory Commission does not have a current need for the services of a neutral.
However, we have in the past utilized neutrals in negotiated rulemaking and may well do so again when an appropriate rulemaking is undertaken.
The help of the Administrative Conference in identifying neutrals is very much appreciated.
