FINAL HAZARDS
SUMMARY
REPORT UPDATE By letter dated August 27, 1986, Consumers Power Company agreed to provide an update of the existing Final Ha::ards Summary Report (FHSR) dated November 14, 1961. The goal of this effort was to develop a document which provides a current " snapshot" of Big Rock Point Plant design which could be used by company personnel in performing "50.59" reviews and by Nuclear Regulatory Commission staff to efficiently perform design evaluations and submittal reviews. The enclosed three volume Update fulfills this agreement. The update basically follows the Standard Review Plan outline and format but does not attempt to address the descriptions and degree of detail contained in the Standard Review Plan for modern Plant Safety Analysis Reports.- Sections of the original FHSR discussing the Research and Development Program and Initial Test Program were deleted due to limited applicability to current operation. A summary of these programs is provided in the Update.
The key function of this updated FHSR is to reflect the current Safety Analysis Design Bases of Big Rock Point and was accomplished in the following manner:
A review of significant facility modifications was performed to provide a current description of Big Rock Point' systems and components. The i
system description sections of the Update reference updated engineering drawings where appropriate.
A review of Technical Specification Amendments was completed to reflect the current operating requirements of the Big Rock Point systems, structures and components. Conclusions and assumptions contained in the staff Safety Evaluations for the Amendments were incorporated into s
the updated FHSR, where appropriate.
A review of the final Integrated Plant Safety Analysis Report (IPSAR) and Nuclear Regulatory Commission staff Safety Evaluations of tne completed Systematic Evaluation Program (SEP) topics was performed.

Big Rock Point Plant Final Hazards Summary Rpt Update December 22, 1989 Conclusions reflecting design and operation of Big Rock Point were included in the update where appropriate. Additional generic actions (ie, TMI action plan, Generic Letter 83-28) were also addressed.
Sections of the FHSR now reflect the most current transient and accident analysis results for Big Rock Point. They do not reflect a re-analysis of any events.but a compilation of previous analyses in support of Technical Specification Amendments, system modifications, and generic evaluations currently on the docket.
Exemptions received from the staff to Nuclear Regulatory Commission rules and regulations were reviewed. Conclusions and assumptions from these exemptions are reflected'in appropriate sections of the FHSR to establish a current licensing basis.
As with any effort of this magnitude spanning an almost 30 year time period of information, inadvertent erro:
or omissions may. exist. When identified by company or Nuclear Regulatory Commission staff personnel, Consumers Power Company will incorporate the needed changes into subsequent revisions of the document as described in 10 CFR 50.71. Also, in the event of errors, the original FHSR and Big Rock Point docket will be consulted to determine the licensing basis of the plant until corrections are issued.
As discussed at the meeting between Nuclear Regulatory Commission and Consumers Power Company personnel on December 5, 1989 at Big Rock Point, the-enclosed updated FHSR satisfies our previous commitments.

i also been provided to the Nuclear Regulatory Commissien Resident Inspector at Big Rock Point and the NRR Project Manager. Additionally. per the requirements of 10 CFR 50.4, ten copies of this document will be sent to the Document Control Desk by January 31, 1990. At that time a copy will also be sent to the Region III office.
To the best of my knowledge, this revision accurately incorporates all changes made to the Big Rock Point Plant or to the Big Rock Point Plant Procedures described in the FHSR, and all other applicable information contained in licensing submittals made prior to July 1, 1989.
