Gentlemen:
in early November, 1989, NRC Region I raised several questions (Reference a) with regard to the evolution of Calvert Cliffs Nuclear Power Plant's (CCNPP) Emergency Action Levels (EALs), their consistency with NUREG 0654, Appendix 1, and the process used for evaluhting and documenting the impacts of their changes with regard to the overall effectiveness of the CCNPP Emergency Plan.
It is our desire to resolve these questions in a timely manner. Consequently, we have reassessed the evolution of our EALs with regard to:
the basis for each change over the last eight years, the existing documentation for evaluations regarding EAL changes and their potential to alter the effectiveness of our Emergency Plan (10 CFR 50.544), and The process by which future changes will be evaluated and documented.
This information will be ready for review during your next site inspection of Emergency Planning activities. Should there be additional infermation pertinent to this matter, we would appreciate reviewing it prior to your site visit so that we may be better prepared to resolve any additional questions,
