l TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the'U.

S. Nuclear-Regulatory Commission, Duquesne Light Company hereby requests that the Technical Specifications set forth in Appendix A

to these i

licenses be amended to replace cycle specific parameter limits with reference to the Core Operating Limits Report (COLR).

The proposed technical specification changes are set forth in Attachments A-1 and A-2 to this Application.

A Safety Analysis is set forth in Attachment B.

A No Significant Hazard Evaluation is set i

forth in Attachment C.

Based on the guidance provided by the i

Commission, the proposed changes have been determined to involve no j

significant hazards consideration in accordance with 10 CFR 50.92.

l WHEREFORE, Applicant respectfully requests that Appendix A to these operating Licenses be amended in the form attached hereto as Attachment A.
