'This refers to the performance appraisal of the environmental monitoring program (NRC Cooperative Agreement NRC-30-83-648) conducted by-Dr. R. B. Holtzman and Mr. D. Wiedeman of this office, at the University Hygienic Laboratory (UHL) on November 6 and 7, 1989, and to the discussion of i
our findings with you and others of your staff at its conclusion on November 7, i
1989.-
The: enclosed appraisal report identifies several general areas examined during the appraisal. Within these areas, the appraisal co:.sisted of a review of p
selected records, procedures and discussions with the management and staff of.
L the Bureau of Environmental Quality and Control.
We'found that, overall, the performance of the technical aspects of.the program-I satisfied the objectives and conditions of the cooperative agreement between the UHL and the NRC and that improvement has occurred since the previous appraisal e.
in May 1985.
However, some minor weaknesses remain, and there is room for-
-improvement'in certain areas as summarized in Section'10 of the enclosed report.
