t-In the Matter'of ) Docket Nos. 50-259 Tennessee Valley Authority ) 50-260 50-296 BROWNS FERRY NUCLEAR PLANT (BFN) - STATUS OF MAINTENANCE IMPROVEMENT ACTIVITIES As requested by the NRC staff, TVA hereby provides a status on programmatic issues related to the BFN maintenance program in support of the upcoming performance based maintenance team inspection.

On.0ctober 24, 1988, TVA submitted Revision 2 to the Nuclear Performance Plan (NPP), Volume 3, which contained four commitments' associated with improvement to'the maintenance program. TVA has implemented the commitments.

However, for one of those commitments (commitment No. 34), while the program has been implemented, work is still ongoing.

In addition to those commitments. TVA developed a comprehensive Maintenance Improvement Program (MIP). The MIP, inttlally described in NPP Volume 3, was upgraded and subc.iitted for review by the letter dated March 15, 1989. With two exceptions, the MIP has been programmatically implemented.' First, under section M04, " Types of Maintenance," BFN has developed a preventive maintenance program upgrade. While the program is in place, full

. implementation has not.been achieved. Activities such as verification of inclusion of upgraded vendor information is still ongoing and will continue after restart. Second, under section MOS, " Maintenance Procedure," BFN will 1 provide maintenance procedures and instructions which are technically accurate, complete, and up to date. Work is still ongoing in the areas of procedure development and writing, verification, validation, and approval for some of the procedures.

I In addition, BFN is improving the maintenance program beyond the initial b objectives. For instance, BFN is in the process of putting in place a new computerized maintenance system that will enhance activities such as scheduling, planning, and trending.

While Individual activities are ongoing, the program elements have been implemented and sufficient evidence of implementation is available to support a review of the program. Therefore, TVA considers that the BFN maintenance i program is ready for review by this performance based maintenance team. TVA ,

also considers that upon completion, the BFN maintenance program will support restart of Unit'2.
