License Change Application 151. Revision 1 Attached is License Change Application (LCA) 151, Revision 1, requesting amendment of Operating License NPF-1.
These proposed changes remove those l
portions of the Trojan Technical Specifications that are related to the Trojan fire protection program and relocate them to Topical Report PGE-1012, Volume 1. " Trojan Nuclear Plant Fire Protection Plan - Program Description".
The original LCA 151 was submitted December 24, 1987 to meet the guidance of l
No reply has been received from the Nuclear Regulatory Committsion (NRC) regarding that submittal.
In August 1988, the NRC issued Generic Letter 88-12 as further guidance.
Our review of Generic Letter 88-12 indicatas that the following modifications to LCA 151 are in order:
- Section 6.2.2.f. Fire Brigade Staffing, should be included in the listing of items to be relocated from the Trojan Technical Specifications (TTS) to the Trojan Fire Protec-l tion plan (pCE-1012).

- The Limiting Conditions for Operations, Surveillance Requirements, and Bases for " Decouple Switches" (TTS 3/4.3.3.8, and B 3/4.3.3.8) should be deleted from the listing of items to be relocated from the TTS to PGE-1012.
This also includes Special Reporting Requirements for Decouple Switches (TTS 6.9.2).
Accordingly, the above changes are reflected in the attachments described below.
Proposed replacement pages for the Trojan Technical Specifications and the
' Trojan Operating License (NPF-1) are provided as Attachments I and 2, respectively. Attachment 3 is an excerpt from the Trojan Nuclear Plant Final 891227011o 891215 PDR. ADOCK 05000344.

t PortlewitiM ElechicCougaerif Document Control Desk December 15, 1989 par,e 2 Safety Analysis Report (FSAR), Attachment 4 is a copy of Section 8 from Topical Report pCE-1012 which incorporates the operating specifications for the Trojan Fire Protection program, and Attachment 5 are the marked up pages from the current Trojan Tocht.ical Specifications.
These changes will in no way degrade compliance with the fire protection requirements for the Trojan Nuclear plant.
The proposed changes provide additional flexibility for modifying requirements within the provisions of Title 10, Code of Federal Regulations, part 50, Section 59 (10 CFR 50.59).
These changes are consistent with the NRC's guidance provided in Generic Letter 86-10 of April 24, 1986 and Ceneric Letter 88-12 of August 2, 1988, and with NRC and nuclear industry efforts to simplify the Technical Speci-fications for nuclear facilities.
Also attached is a signed copy of Certificate of Service for LCA 151, Revision 1, to the chief executive of the county in which the facility is located and to the State of Oregon, Department of Energy.
