Dear Sir:
Three Mile Island Nuclear Station, Unit (TMI-1) i i
Operating License No. DPR-50 Docket No. 50-289 Supplemental Response to IE Bulletin 79-15
" Deep Draft Pump Deficiencies" i
'This is in response to the NRC's October 6, 1989 request for additional information for closecut of IE Bulletin 79-15, " Deep Draft Pump Deficiencies," dated July 11, 1979.
The letter stated
~that subsequent to GPUN's November 6, 1979 letter and NRC i
closecut of the Bulletin in NRC Inspection Report 80-29, the p
issue was reopened in an NRC contractor's report (NUREG/CR-3049).
l l
The scope of our response was discussed in a conference call on November 14, 1989 with Mr. R. W. Hernan and other NRC. personnel.
The NRC' agreed at that time that for a final closcout on IE Bulletin 79-15, GPUN only needs to provide an update on river water pump related maintenance and surveillance which focuses on l
a typical group of safety related river pumps rather than an exhaustive report on all of the pumps discussed in our November, 1979 letter.
The three Nuclear Service River Water Pumps iNR-P1A/lB/1C) were selected as typical.
The NRC representative stated during the. conference call that GPUN's November 6, 1979 letter mentioned related corrective action and improvements that were still being investigated.
In particular, we were investigating the possibility of installing i
L additional bearing supports (spiders) in the 40 foot vertical i
columns in order to reduce pump vibration.
Although not l-discussed in the letter, we were also investigating the replacement of the river water pump lube water system that L
utilized strained river water with a new system using clean water which would result in improved long term river water pump operability.
The NRC requested that GPUN provide additional L
information on the' outcome of these changes which were being considered back in 1980.

l provides GPUN's response to the NRC's October 6, 1989 letter as agreed upon in the November 14, 1989 conference call. provides our response to the additional request from the conference call.
GPUN believes this information demonstrates that there remains no significant safety related maintenance or surveillance concerns for the TMI-1 river water pumps.

Page 1 of 2 Supplemental Response to IE Bulletin 79-15 The following addresses the items requested by the NRC's letter dated October 6, 1989:
- 1. The type and application of the pumps.
NR Pumps (and other TMI-1 river pumps) are described in Appendix A.
(Also in the 7/11/79 TMI response.)
Two of the three NR pumps are constantly in operation.
The flowrate for normal power operation is greater than the flow rate for accident conditions, therefore the NR pumps demonstrate their ability to meet accident flow requirements during continuous power operation.
They are considered to be Nuclear Safety Related since they supply cooling water for other Nuclear Safety Related components such as Reactor Building fan motors.
- 2. Drawings, sectional assemblies and parts list of the subject pumps.
These are. attached (Appendix E) for the NR Pumps.
The design is similar for all other pumps except for the number of pump stages and the size.
- 3. Applicable P&ID's of the subject pumps.
GAI Drawing C302-202, " River Water System" and GAI Drawing C302-203, " River Pump Lubrication System" are enclosed as Appendices B and C.
- 4. Detailed Maintenance History Appendix G provides a compilation of Machinery History entries for the Nuclear Services River Water Pumps (NR-P1A/1B/1C) for the previous 8 years.
i l
S. Testing requirements, procedures and results for both hydraulic and vibration parameters in recent years, j
5.1 ASME Code,Section XI Testing (IST) l l
Appendix D provides vibration data from Surveillance Procedures (SP) 1300-3I and 1300-4C for NR-P1A/1B/1C from 1/17/88 to 10/19/89.
SP 1300-3I is performed quarterly per ASME Section XI IST requirements to provide timely detection of significant pump degradation.
There has been no significant change in the scope or method for this surveillance since our initial IE Bulletin response in 1979.
SP 1300-3I throttles the pumps to a delta P reference value
w
(
L C311-89-2138 l-Page 2 of 2 and measures vibration of the lower motor bearing.
There have been no recent unacceptable vibration results.
.SP 1300-4C is the refueling interval IST for NR-P1A/B/C.
L SP 1300-4C throttles flow rate to a reference value and then measures delta P and lower motor bearing vibration.
Information Only copies of SP 1300-3I and SP 1300-4C are being made available to TMI-l's NRC Project Manager, Mr. R. W. Hernan.
5.2 Preventive Maintenance (PM) Vibration Monitoring In addition to the surveillance testing in place for meeting the IST requirements of Sect. XI, PM Task #248 takes vibration measurements on the subject vertical shaft river water pumps.
This PM Task is scheduled for and performed every Friday.
PM Task #248 consists of taking vibration measurements on all of the river pumps that are in service at the time the technician is present in the Intake Screen and Pump House, j
Measurements are taken at several predetermined points on the pump and motor assembly; the data is obtained and stored in an IRD 890 Data Collector.
The IRD Collector and its associated probe measures both velocity (inches per second) l and displacement (mils).
After the data is collected, the stored information is downloaded directly into an IRD Program on a personal computer.
The program enables the data to be compiled and trended with previous data.
The use of the IRD Program, in
. place for approximately two years, has simplified the l
process of tracking and trending of data.
Prior to the computer, the vibrational data was only recorded manually on data sheets which made trending more difficult; copics of the manual data sheets are retained in files in the Electrical Maintenance office.
When the trending indicates significant vibration problems, pump corrective maintenance is scheduled.
See Appendices F.1, F.2, F.3, and F.,4 far typical vibration trends for NR-P1A/1B/1C as developed from the PM Program data over the past 9 months.
Many other parameters are also available for easy trending.
C311-89-2138 Page 1 of 1 The following are updates on the two evaluation items discussed with the NRC during a conference call on November 14, 1989:
- 1. Potential addition of bearing supports (spiders) e GPUN. worked with the pump manufacturer (Peerless) to develop a " spider" design for the river pumps.
The standard pump design has approximately ten (10) bronze sleeve bearings spaced at 5 ft' intervals on the vertical shafts.
The bearings are threaded into the ends of 5 ft pipe sections (lube-tubes) and the entire 40 ft tube / bearing assembly is then stretched between the pump bowl assembly and the pump packing box.
The tubes have no mid-span radial support and GPUN felt that additional support might reduce shaft vibrations.
New spiders were fabricated and installed for test on Secondary River Pumps.
It was found that there was no noticeable benefit vibration-wise.
Also, problems were noted with the spi 6er design in that it severely hindered pump assembly / disassembly.
As a result of this and the lack of pump vibration problems that would compromise pump reliability, the spider installation project has been deferred indefinitely.
Also, the pump manufacturer did not feel that the mid-span support was necessary.
- 2. New Lube Water Supply System - Clean Water Since the original IE Bulletin response in 1979, the entire Lube Water System has been redesigned and replaced.
Instead of utilizing strained river water, the new system uses plant filtered water boosted to a much higher delivery pressure.
Also, the new Lube Water System is much simpler to maintain snd to operate.
This change is not expected to significantly affect short term pump operability,.but it should decrease long term bearing wear and increase the time i
peritd between pump rebuilds.
Also, the work load involved with maintaining the lube water flow has been significantly l
reduced,-therefore maintenance resources can be utilized in more beneficial efforts.
1 The river pumps are being maintained in a reliable state of j
repair with existing maintenance and surveillance practices.
