I am responding to your letter of November 6, 1989 addressed to John Greeves, Deputy Director, Division of Low-Level Waste Management and Decommissioning. A similar letter from you-was received by Ramon Hall, Director of NRC's Uranium Recovery Field Office in Denver. Mr. Hall's December 7,1989 response to you,

which was coordinated with sty staff, pointed out that NRC does not have regulatory authority over mines and mine tailings and that uranium mill
