Dear Mr. Congel:
Enclosed is a copy of the report for the exercise conducted September 14, 1988,- for the Point Beach Nuclear Power Plant.
This was a partial-participation exercise for the State of Wisconsin and a full-participation exercise for the counties of Kewaunee and Manitowoc.
The Wisconsin Electric Power company also participated in the exercise.
The report was prepared by the Federal Emergency Management Agency (FEMA)
Region V staff March 2, 1989, and transmitted to FEMA Headquarters.
The October 6, 1989, revised report was received at FEMA Headquarters November 20, 1989.
There were no deficiencies observed during the September 14, 1988, exercise.
However, the report identifies twenty-five Areas Requiring Corrective Action (ARCA's).
The FEMA Region V staff has reviewed the schedule of corrective actions provided by the State of Wisconsin in response to the exercise weaknesses identified, included a copy of the correctivo actions, and has forwarded a copy of the exercise L
report to the State.
Additional verification of corrective l-action implementation through plan changes will be provided by FEMA.
The appropriate _ objectives regarding the ARCA's cited during the_ exercise will be included for demonstration
-at the next Point Beach Nuclear Power Plant exercise scheduled to be conducted March 14, 1990.
In addition, an unannounced and off-hours drill'was conducted on October 20, 1988, for the State of Wisconsin.
The State of Wisconsin and the Counties of Kewaunee and Manitowoc participated in the drill, site-specific to the Point Beach Nuclear Power Plant.
There were no deficiencies or ARCA's identified during the drill and a copy of the drill report was forwarded to the Nuclear

Regulatory Commission on July 19, 1989.
Those ARCA's i
related to EOC and staff activation which were identified during the September 14, 1988, exercise were corrected during the October 20, 1988, drill.

f Based on our review of the final exercise report'and the corrective actions, FEMA' considers that offsite radiological emergency preparedness is adequate to provide reasonable assurance that appropriate offsite measures can be taken to protect the health and safety of the public living in the
-vicinity of Point Beach Nuclear Power Plant in the event of a radiological emergency occurring at that site.
Therefore
.the approval of the Wisconsin offsite plans for the Point Beach Nuclear Power Plant granted under 44 CFR 350 on June 14, 1985, continues to be in effect.
