Pursuant to the Economy Act of 1932, as amended, the Nuclear Regulatory Commission (NRC) and the Federal Library Committee (FLC) desire to enter into an agreement whereby FLC through Mead Data Corporation (MDC) is responsible for providi_ng the necessary services for analysis, des.ign and programming of the LEXIS DATABASE.
' Statement of Work (a)
Provide automated Legal Research Service by providing access to the LEXIS/NEXIS General' Legal database as well as the NRC private library file.
(b)
Provide two terminals, one to be located in the office of'the
~
Executive Legal Director; the second to be. located in the Office of the General Counsel. They will also provide other telecommunications equipment to the Using. Agency as specified in the reimbursement agreement.
i (c)
Provide user identification numbers and organizational identification 1
numbers for each Using Agency.
(d)
Provide training services and materials to authorized users as required.
(e)
Pfovide user assistance by telephone on government work days during peak hours (8:00 A.M. to 7:30 P.M. local on weekdays). User assistance is available at no cost to provide short term support in resolving problems related to terminal operation, research techniques. -

Bill the Usi.ng Agency based on the aggregate us. age of all Fed-link users on the step schedule. Each agency is also billed for the search surcharges directly attributable to its own use. Monthly terminal connect time will be calculated to the nearest full hour.
Billi.ng will be rounded upward to the next whole dollar.
Upon your agreement as provided below, the terms and conditions of this interagency agreement are,as follows:
Period o'f Performance: The' period of performance hereunder shall be -

from October 31, 1981 through October 30, 1982.
Option: By mutual agreement between FLC and NRC, the agreement may be extended for period of one (1) year, at a cost to be subsequently determined, at the option of the NRC, by the Contracting Officer giving written notice to the NRC's exercise of such option to the Contractor not later than the last day of the term of the contract. The Contracting Officer may give preliminary written notice of an intent to exercise such option at least 30 days prior to the last-day of the. term of the contract, (such preliminary notice shall not be construed as an exercise of the i
option, and will not bind the NRC to exercise the option).
If the NRC exercises such option, the total duration of this contract, including the exercise of any option under this clause shall not exceed two (2) years.
Estimated Cost and Obligation of Funds:
For the' services to be performed hereunder the NRC shall pay a total estimated cost of $68,770.00 (subject to the availability of FY.1982 funds). The NRC shall pay a total of
$1,370.00, as set forth in the Call For Estimates Form, to FLC for 2
administrative costs.
For actual work to be performed hereunder, the NRC shall pay an estimated total cost of $67,400.00 to MDC.
Funding for this project is chargeable to B&R Number 80-20-10-02-2, and FIN Number B1668.
Method of Payment:
Payment shall be on a reimburseable basis. MDC shall submit monthly invoices to the NRC in accordance with attached
" Billing Instructions for NRC Cost-Type Contracts."
