Dear Mr. Williamson:
In accordance with the referenced letter, we are transmitting the attached Environmental, Safety and Health (ES&H) Program Plan for your review and approval. The plan describes the management systems, documentation, overall approach and operating philosophy we intend to implement at the West Valley Demonstration Project during the first year of operation.
Changes to the program plan which are dictated by organizational or management system changes will be reficcted in the appropriate ES&H program documents rather than in the plan itself.
